The preparation for the APEC Summit and building of the oil and gas pipelines are among the priority projects
VLADIVOSTOK, April 1, vladivostoktimes.com Sergey DARKIN, the Governor of the Primorsky Territory, held a conference on the problem of economic crisis and the anti-crisis measures. The vice-Governors of the Primorsky Territory, the Heads of the Primorsky Territory Administration Departments, the Chairman of the Primorsky Territory Legislative Assembly Victor GORCHAKOV, the Head of the Vladivostok City Administration Igor PUSHKAREV, the leaders of important for the Territory development companies participated in the conference; the press service of the Primorsky Territory Administration informs.
“We have already done much to overcome the crisis situation, but we should improve the crisis management to minimize the negative effect on the Territory economics and the Primorye residents’ lives,” Sergey DARKIN noted opening the conference.
According to the Governor, the Primorsky Territory Administration is making its decisions on anti-crisis measures on the basis of the RF Government Program on the Crisis Management. “We support the document that can propose the package economics improvement,” the Governor says.
Sergey DARKIN pointed out that the priority investment projects being realized both by the Government and the state-operated corporations is the major anti-crisis activity that is being carried out in Primorye currently. It includes the preparation of Vladivostok for hosting of the APEC Summit in 2012 in the framework of the Federal Program “Development of the Far East and Zabaikalye,” building of the oil and gas pipelines and the refinery. The Governor assured the conference participants that the Primorsky Territory Administration is giving the thorough support to these projects. As a result, the new jobs are being created in Primorye, the Territory economics can be reoriented and new high technology industries can be developed.
The Primorsky Territory Administration has already taken some anti-crisis measures: they specified the reduced electricity rate for the companies of mining and food industries and for the large baking companies.
Another step for creating the favorable conditions and attracting the investments into the building is the fixed pipelines and networks connecting rate for the building projects. Now it cannot exceed 11% of the building total amount.
Thanks to the target program of the resettlement from dangerous structures the investments into the building sector is to increase this year. For this purpose 477 million Rubles will be allotted from the Federal budget and 33 million Rubles from the Primorsky Territory budget.
The housing development for the members of services carried out jointly with the RF Ministry of Defense will attract 18 million Rubles of investments into the building sector. The project can also improve the demographic situation as it will encourage the retired military personal in living within the Primorsky Territory.
The small business is also to be supported in the framework of the crisis management in Primorye. Thus, this year the interest rate on credits those were allowed to the small business companies for the developing production will be financed, it means the new jobs will be created.
At the conference the most promising industries that can boost up the Primorsky Territory in the time of crisis were named. The agriculture is among them: last year the growth rate in this field reached a record figure.
The agriculture trade fairs will be arranged in the central Vladivostok square and in other Primorye towns in spring and autumn so that the Primorye residents could buy the agriculture products of high quality at the commodity producers’ price.
