The chronicle of the main international construction of Primorsky Territory

VLADIVOSTOK, January 10, vladivostoktimes.com Asia-Pacific Economic Cooperation (APEC), which will be held in Vladivostok in 2012, was "coated" with different rumours and speculations last year. The scheme of APEC objects location in Vladivostok assumes more distinct outlines. A Business centre will be situated at the Ayaks Bay of the Russky Island. There are congress hall for seven thousand people, retreat-house, where heads of states will meet with each other and also press centre, which will give work for 3500 thousand journalists, among business centre objects. The road from the airport along De-Freeze Peninsula and Sedanka to the Nazimov Peninsula and the bridge to Russky Island was also approved as summit object. These objects should be built at the expense of the federal budget. But nobody can say yet, whether Vladivostok 2012 will become "tale city" or it will remain the city of broken hope. The preparation for APEC Summit is hampered by lack of General layout of Vladivostok, and without approved General layout specialists from Rosautodor can’t begin the construction of main roads. February. The cost of APEC Summit is rising. The real cost of objects construction turned to be half as much again as budget. It was announced, that bridge project across the East Bosporus, which will connect the Russky Island with the continent, turned to be approximately half as much again as initial estimation. Meanwhile nobody knows, what to do with congress centers, five-star hotels for 500-1000 accommodations, etc after the end of APEC summit. First meetings with Russky Island residents and Vladivostok and Primorsky Territory Administration representatives, local duma deputies and architects, participating in development General layout of the city, about APEC objects construction took place. The Governor of the Primorsky Territory Sergey DARKIN is also dissatisfied with Vladivostok preparation for APEC of 2012. According to him the speed of the preparation should be increased, and Rosstroy (the Federal agency of construction, housing and housing services of the Russian Federation) and the Ministry of the regfional development should work more efficiently in that direction.. Two large objects of water supply – Pushkinskaya depression and water conduit 1200 will be built by the summit in south Primorye. A new technology will be used there: it is planned to clean water of the depression with the help of ultraviolet instead of chlorination plant. The cost of planned bridge construction across Golden Horn Bay constantly grows: it has grown from 13 billion rubles to 31 billion rubles. The Government should think over anticorruption measures, because project investment cost planned for Russky Island development will be more than 6 billion USD. April. Vladivostok representatives were asked to increase the speed of approval of the General layout of the city. The military were asked to solve the problem with land transfer for the objects construction. The plan of the airport preparation for the APEC of 2012 with objects layout isn’t prepared. The documentation about project and budget isn’t approved, and it is impossible to prepare plan without it (two months were given for solving these problems). A new problem appeared – the lack of detailed geological information, and it is impossible to begin construction without it. It was discovered, that there is not only Vladivostok Fortress in the area of construction, but also some places of sites. Generally speaking there are more unsolved problems than solved. The meeting at the Patroclus Bay with the participation of the Chairman of the Chamber of Accounts Sergey STEPASHIN was devoted to prospects of development of Vladivostok as a centre of international cooperation. Among the participants was the Governor of Primorsky Territory Sergey DARKIN, vice-governors, representatives from the legislative corps. May. Within preparation for APEC of 2012 the transport scheme for building materials delivery to the Russky Island was developed. According to the document the most part of the materials from Vladivostok commercial seaport, and also from Uliss Bay, Nakhodka, East Port and Slavyanka will be delivered to the Pospelov Cape of the Russky Island, where the loading terminal will be built. Materials will be delivered to the Vladivostok commercial seaport by railroad and partly by motor transport. Vladimir PUTIN supported the initiative of Dmitry MEDVEDEV to transfer future buildings, which are planned to be built for APEC Summit in the Far East, to the educational and scientific needs. The Vladivostok administration and editorial board of RIA PrimaMedia signed an agreement about informational collaboration during making data portal devoted to APEC Summit, which will be held in Vladivostok in 2012. The address of this portal in the internet is www.apec2012.ru. Because of the preparation for the summit there is labor-scarcity situation. There are 16 thousand vacancies to be filled now. June. The construction of the objects for the summit was started on the Russky Island, but this news didn’t make local residents glad, because their houses will be demolished. Residents of the house 81, which is situated on the Ayaks Street, collected 80 signatures and sent a letter to the president with a request for taking objects, which are planned to be built where their house is situated to another place. The geological prospecting is being carried out on the island and coastal waters of the Russky Island. There was a meeting about gas supply of Primorsky Territory, Khabarovsk Territory and Sakhalin Area and power supply of Vladivostok by APEC of 2012. The Plenipotentiary of The President of the Russian Federation in Far Eastern Federal District Oleg SAFONOV assented to increase the cost of the Federal budget for power system preparation. Japan enterprises became interested in Vladivostok preparation for APEC Summit. Primorye builders understand that deadlines and volume of work of summit projects realization are very rigid and it will be impossible to do everything in time without labour involvement from other regions and from foreign countries. July. Never was there a time when the Russky Island was so popular among VIPs of Primorye. Power elite began to buy land on the island for building luxurious cottages. It was preliminarily determined that bridge construction on the Pospelov Cape was rather dangerous for the island and objects of cultural heritage, which are situated on the island. Signatures from the Society of Amur Territory researchers, Rosokhrankultura (the short name for the Russian Federal Surveillance Service for Cultural Heritage Protection), Old relics and monuments Protection Society and other authoritative organizations were collected in favor for transferring bridge construction to the Elena Island. Despite the fact that the plan of the bridge, which will connect Vladivostok with the Russky Island, isn’t approved yet, drilling activity was started on the island. It was said that Primorye Aquarium with an area of 90 hectares will be situated on the Zhitkov Peninsula of the Russky Island. It is planned to build the Theatre of opera and ballet on the artificial island opposite sports complex Olympiets. It was decided to build modern medical centre, which will be given a status of territorial hospital after the end of APEC Summit, in the district Vtoraya Rechka. It was announced about the beginning of the construction of the Bridge across Golden Horn Bay as the first object to be built for APEC Summit. There are buildings of the plant management on the territory of LLC(a limited liability company) "Vladmorport" Pervomaisky and OJSC "Dalrybtechcenter". It is planned to buy the cottage, semi-detached timber house, three land lots on the 38 Sukhanova Street, and also 14-flat building on the 39 Sukhanova Street and 6 land lots there on the north part of the planned bridge construction. On the night of 24/25 July the traffic near funicular was closed off. Builders began automobile tunnel construction. The project of the power substation "Vladivostok" went forward at a steady gait. This substation will decrease the power deficit for users and will upgrade quality and reliability of power supply to the required standard of the South Primorye, including APEC objects. Introduction into service is planned for the end of 2009. August. First series of blast-hole drilling is carried out in the area of funicular, where the construction of the tunnel to the future bridge across Golden Horn Bay is realized by open-cut method. They create great problems for local residents; the nearest two-storied apartment building is situated very close to the construction. Residents can’t sleep because of drilling rigs, which work even at night. Building and land exchange was begun. First of all residents from 39 and 38 Sukhanova Street moved to a new place of residence. September. The RF Prime Minister Vladimir PUTIN arrived to Vladivostok and held a meeting on preparation to APEC Summit in 2012, where he announced that objects, which are planned to be built for the Summit, should be functional. The Prime Minister set a task to finish withdrawing troops and military goods from the territory of the Russky Island. The construction of the cable-braced bridge, which will connect the Nazimov Peninsula (the district of the Patroclus Bay) across the strait with the Novosiltsev Cape (the Russky Island), was officially started in Vladivostok. It was absolutely clear that the bridge will be built after the RF Government signed the documents. The residents of the house situated on the 10 Lutsky street were informed about their resettlement. There were sent letters where there were no information about terms of resettlement and recovery of expenses. A new General layout of Vladivostok was approved in Moscow, and it seems to be that nothing hampers the preparation of the objects for Summit. The construction of the bridge across Golden Horn Bay can be stopped. Rostekhnadzor ascertained that accelerated realization of the project made the builders to sacrifice quality. The construction of the bridge to the Russky Island is also under a threat. October. The cost of the objects construction for the APEC Summit of 2012 in Vladivostok increased from 10 billion USD to almost 10 billion EURO. And Far Eastern directorate of Rosstroy, which in charge of Summit objects construction, is especially concerned about the bridge to the Russky Island. Koreans are ready to take part in APEC of 2912 objects construction. Representatives of large companies consider this possibility. A place for treatment facilities construction is assigned in Vladivostok. They will be located near the steam Bezymyaniy. The winner of the open contest for making project of Vladivostok airport reconstruction is known. It is an institute of air transport "Dalaeroproject" from Khabarovsk. Modernization will increase significantly throughput capacity of the airport. Aircrafts reception and service will be able to work 24 hours a day. Residents from two-storied building on 39 Sukhanova Street were evacuated in a frantic rush, and the house was demolished three days earlier than it was announced by Primorsky Territory Administration, moreover it happened at night. A number of houses from Sukhanova Street and Vsevoloda Sibirtseva Street should be demolished; people try to achieve deserved compensation for their houses. November. Russky Island residents sent collective letter to the president and RF Prime Minister. They worried about the lack of reliable information about plan of Summit objects construction on Saperniy Peninsula. Not all of Ayaks-81 residents want to move. Some families want to stay in this district; they even insist that 25-flat house to be built near Summit objects construction. The Minister of the Regional Development Victor BASARGIN visited the construction of the bridge across Golden Horn Bay: he visited funicular and the 37th moorage, where one of the bridge pylons will be built. The builders of the automobile tunnel near funicular, which will become a passage to the Golden Horn bay Bridge, started the the construction of overhead cover of the tunnel. December. Far-Eastern directorate of Rosstroy approved at last the plan of motor road "Settlement Noviy – De-Freeze Peninsula – Sedanka – Patroclus Bay" and high-voltage electric cable laying to Russky Island along the bridge across Bosporus. It is planned to save about 14 billion rubles because of projects reconsideration. A bill about APEC Summit of 2012 and the development of Vladivostok as a center of international collaboration in the Asia-Pacific region was introduced in State Duma.. The bill provides simplistic approach to some procedures in the field of land supply, foreign workers, etc. The construction of Special Marine Oil Harbor(SMOH) near Nakhodka is in full swing. Vyacheslav Fetisov, Member of the Soviet of the Federation of the federal assembly of Primorskiy Krai, RF got convinced of it, when he visited the construction site during his working visit to the object. On Tuesday, December 23 at 11 a.m. official opening of traffic along the Funicular circle was held in Vladivostok. The construction of the tunnel, which will become a connection between the federal road M60 and a bridge across the Golden Horn Bay, lasted almost 5 months. A red ribbon was cut by the Governor of the Primorsky Territory Sergey DARKIN and Vladivostok Mayor Igor PUSHKAREV
