The Head of the Central machinery of EMERCOM of Russia in the Primorsky Territory told what is going to be done in 2009

In 2008 rescuers of Primorye eliminated the consequences of 45 emergences, including 42 technogenetics emergences, three – biological-social, almost seven thousand people were saved. Besides, Primorye administration took the first place among administrations of EMERCOM of Russia in the far Eastern Federal district. The Head of the Central machinery of EMERCOM in the Primorsky Territory Major-General Nikolay TIMOSHENKO told what is going to be done in 2009 and how EMERCOM of Russia prepares Primorye to the APEC Summit. - Nikolay Alekseyevich, what changes does the administration expect in 2009? - From 2009 grouping of anti-fire service of 4444 people is planned, 3047 people of which are the Federal anti-fire service and 1397 people are the anti-fire service of the Primorsky Territory. So, the quantity of the Federal group will increase by 2395 people, and the whole State anti-fire service – by 1415 people. At present time the population of the State anti-fire service is 3029 people, 652 of which are workers of the Federal anti-fire service. Besides, we plan to open one more rescue detachment in Spassk-Dalniy to cover federal road and Khanka Lake. The detachment will react to all kinds of emergences, it will be joined by divers, rescuers, doctors. - Is it planned to deliver new equipment for firemen and rescuers to Primorye? - The plan of technical support is large; there will be deliveries of fire and special equipment. In 2008 at the expense of the budget of the Primorsky Territory 12 units of automobile equipment of general and special use were bought for 38.8mln Rubles, equipment for gas-protective service and rescue instrument was purchased for 4.3mln Rubles. EMERCOM of Russia pays much attention to Primorye before the APEC Summit. Large construction will be started, that is why a fire station, one more rescue detachment will appear at Nazimova cape to provide safety when the Summit will be held. Plans have been confirmed, financing, in spite of crisis, will be full because people’s lives are more expensive than money. Besides, deliveries of aviation equipment are planned, we are the first in the queue for delivery of a helicopter Mi-8. There are no problems with aviation equipment, as if necessary a airplane-amphibianBe-200 is attracted from Khabarovsk. Also, as it is expected, new crafts on air cushion will be delivered. - In May 2009 new technical regulations on fire safety comes into force. What will it cause for Primorians? - EMERCOM of Russia holds purpose work on prevention of administrative barriers on the way of entrepreneurship development, simplification of supervising procedures and exclusion of corruption. A serious result of work in 2008 was acceptance of the federal law "On technical regulations "General demands of fire safety," which puts in order documents, regulating this activity. So, instead of 1.5 thousand of normative documents seven main were accepted. Instead of 150 thousand different demands of fire safety 1.5 thousand were determined. In 2008 a number of licensed activities in the area of fire safety was reduced from 8 to 2. In future it is planned that activity on licensing will be held by self-regulated organizations. All Heads of enterprises will be able to choose a form of fire supervision, which will be held only by Gospozhnadzor (State Fire Supervision Service of Russia).
